Elías Soley

Our partner Elías Soley will not be active in our Firm from July 1, 2022 since he will be serving as Ambassador of Costa Rica to the OECD (Organization for Economic Cooperation and Development).

ELÍAS SOLEY, has a solid professional practice of more than 33 years. He is a lawyer, Notary Public and specialist consultant on legal and regulatory issues related to the digital ecosystems, telecommunications, technology and free zones. He is a founding partner of the Costa Rican Firm Soley Saborío – Abogados, in which he leads the TMT (Telecommunications, Media & Technology), Corporate Practice and Free Zones teams. Along with Soley Saborío – Abogados, Elías has been recognized, by the international rating agency for legal firms Chambers & Partners, in the top ranking of legal and regulatory consulting in Costa Rica since the opening of the telecommunications market in 2010.

Elías has also been an international Associate Consultant for several Digital Consulting firms acting as a "local partner" in Costa Rica to provide regulatory intelligence and competition services in telecommunications, media and the digital economy. From 2018 to 2022, Elías was appointed Honorary Consul of Finland in Costa Rica and since then he has been working promoting trade and investment between both countries, as well as exploring areas of bilateral collaboration.

In the last 15 years he has held important business leadership positions, having been President of the Board of Directors of the binational Chambers of Mexico and the US (CICOMEX and AMCHAM); he served for several years as a member of the Board of Directors and Vice President of the Union of Chambers and Associations of Private Enterprise (UCCAEP) ; for more than 6 years, he has represented the UCCAEP before the organization "Business at OECD" which is the "business advisory council of the OECD" and also coordinated OECD issues with the Government of the Republic and the business chambers throughout the OECD accession process.

From 2019 to 2022, Elías has been a member and Vice President of the Governing Board of AACCLA (The Association of American Chambers of Commerce in Latin America and the Caribbean), which is a regional organization of the 23 AMCHAMS of Latin America and the Caribbean whose operations center is at the US Chamber of Commerce in Washington DC.
